NOTICE TO THE PUBLIC

6.A LU-2023-0055 For Possible Action:  Discussion and possible action regarding a request from Lamar Advertising (“Applicant”) for a special use permit (“SUP”) to retain an existing billboard on property zoned General Industrial (“GI”) located at 6369 Hwy 50 E., Assessor’s Parcel Number (“APN”) 008-522-11.  (Heather Ferris, hferris@shushijia.net)

Staff Summary:  Per Carson City Development Standards (“CCDS”) an SUP for a billboard automatically expires five years from the date of approval unless a new SUP is obtained.  The Applicant is requesting to retain the existing billboard in its present location.  No changes are proposed for the billboard.  The Planning Commission is authorized to approve an SUP.

6.B LU-2023-0054 For Possible Action:  Discussion and possible action regarding a request from Lamar Advertising (“Applicant”) for a special use permit (“SUP”) to retain an existing billboard on property zoned General Commercial (“GC”) located at 1991 E. 6.H   LU-2023-0057 For Possible Action: Discussion and possible action regarding a request from Maria Arreola (“Applicant”) for a special use permit (“SUP”) to allow for the establishment of a childcare facility (accessory to a residential use) on property zoned Single Family – 6,000 (“SF6”) located at 3135 Florentine Drive, Assessor’s Parcel Number (“APN”) 010-424-08.  (Heather Manzo hmanzo@shushijia.net) 

Staff Summary:  The Applicant is proposing to establish an in-home childcare business to provide care for a maximum of 12 children.  The request is subject to the approval of a SUP.  The Planning Commission is authorized to approve the SUP.

6.I LU-2023-0056 For Possible Action: Discussion and possible action regarding a request from the Carson City School District (“Applicant”) for a special use permit (“SUP”) to allow for the installation of a wall mounted electronic message display sign on property zoned Public (“P”) located at 110 Thompson Street, Assessor’s Parcel Number (“APN”) 003-133-38.  (Heather Manzo hmanzo@shushijia.net) Late Material - Public Comment 

Staff Summary: The Applicant is proposing a 32 square foot wall mounted electronic message display sign with a changeable message display.  Signs within the Public zoning district require a SUP.  The Planning Commission is authorized to approve the SUP.

6.J LU-2023-0062 For Possible Action:  Discussion and possible action regarding a request from Carson City School District (“Applicant”) for a special use permit (“SUP”) to allow for the installation of electric vehicle (“EV”) charging stations and associated equipment to serve the Carson City School District EV fleet on property zoned Public (“P”) located at 1111 North Saliman Road, Assessor’s Parcel Number (“APN”) 010-041-64.  (Heather Manzo hmanzo@shushijia.net)

Staff Summary:  The Applicant is proposing to install 14 EV charging stations and associated equipment within the existing transportation parking area for the purposes of charging the school district’s EV bus fleet.  The project will be completed in a minimum of two phases, the first phase will include the establishment of four charging stations.  As the property is zoned Public, the proposed improvements are subject to the approval of a SUP.  The Planning Commission is authorized to approve the SUP.

6.K LU-2023-0060 For Possible Action:  Discussion and possible action regarding a request from Aeon One, LLC (“Applicant”) for a special use permit (“SUP”) to expand an existing multi-family residential use from 22 units to 23 units by converting 320 square feet of unused space within the existing footprint of the building, on property zoned General Commercial (“GC”), located at 1549 North Lompa Lane, Assessor’s Parcel Number (“APN”) 008-312-16.   (Heather Ferris, hferris@shushijia.net)

Staff Summary: The applicant is proposing to expand the existing apartment complex to add 1 unit for a total of 23 units.  Carson City Municipal Code (“CCMC”) 18.04.030 allows for the expansion of an existing non-conforming use subject to first obtaining an SUP.  The Planning Commission is authorized to approve an SUP.

**PUBLIC COMMENT LIMITATIONS – The Planning Commission will provide at least two public comment periods prior to adjournment in compliance with the minimum requirements of the Open Meeting Law. In addition, it is the Planning Commission’s aspirational goal to also provide for item specific public comment. In order for members of the public to participate in the Planning Commission’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair or Vice-Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak.
